Easy explanation

Check that any source of fats or oils used in the case is safe for this stage of the plant.

Medium explanation

It depends on the Flow Sentinel already being ready and on there being enough glandular capacity — without that, it does not validate any lipid source yet.

Advanced explanation

It requires downstream READY and sufficient glandular_capacity; otherwise it reports DOWNSTREAM_NOT_READY or GLANDULAR_CAPACITY_LOW. It acts as a safety filter before validating any lipid source declared in the case.
